Kelly Stone is a Policy Development and Research Advisor based in Cape Town, South Africa. Kelly holds a Doctor of Jurisprudence (J.D.) and Bachelor of Arts (B.A.) in Sociology and Philosophy from the United States and has been working on human rights and violence prevention policy and practice in Africa since 2011. In 2013, Kelly provided technical assistance to the Commission for Gender Equality in investigating the financial sustainability of shelters in the Western Cape and was the lead author of the “Proposal for Reform: Combatting Domestic Violence against Women and Children in the Western Cape by Increasing Access to Shelters and Improving the Quality of Services Provided”. Since then, Kelly has been actively engaged in efforts to strengthen police oversight and to promote integrated and developmental approaches to safety across Africa, working as one of the drafters of South Africa’s 2016 White Paper on Safety and Security and providing technical expertise and assistance to the SADC Secretariat in developing the Regional Guidelines on Crime and Violence Prevention for Southern Africa.
