Climate Governance and Development in Africa

The need to integrate climate change adaptation into development planning and in decision-making processes has become increasingly apparent with the general recognition of the multiple linkages between development and climate change in Africa. Increasing knowledge on how climate change impacts may compromise the achievement of key development goals, including the MDGs and national development objectives, presents a clear case for integration. However, there exists no real link at a high political level between climate change impacts and sustainable development in Africa. Although climate change has been recognised as an economy-wide concern, the responsibility for climate change adaptation often lies with the ministry of environment, which could potentially weaken the ability to effectively address climate change within the broader objective of poverty reduction. Further, concern that some development activities may inadvertently lead to an increase in exposure and/or vulnerability to climate change necessitate an improved understanding of the synergies between development and adaptation, and how integration can be exploited to address the root causes of vulnerability.

The Heinrich Böll Foundation Southern Africa, has thus commissioned studies to assess the integration of climate change into development planning. Commissioned in Namibia and Tanzania, the case studies provide an analysis of integration and mainstreaming of climate change responses into development and poverty reduction plans, strategies and policies. It also provides an assessment of institutional, financial and political barriers to integration of climate change in development policy processes, and makes recommendations of possible entry points for ensuring the integration of climate change responses into broader development planning and implementation blue-prints.
