JOHANNESBURG - The government is failing to provide adequate shelters for abused women, especially in Limpopo, the North West and the Free State according to findings of a three-year research project.

The report was written by the National Shelter Movement of South Africa and the Heinrich Boell Foundation.

The study has found that shelters are underfunded, and political will is lacking and, only half of the shelters for survivors of gender-based violence are being used for their intended purpose.

Wits University's Lisa Vetten said if people understood the function of shelters for abused women there would be better funding.

Vetten also identified old legislation and lack of research into the costs of running a shelter as key issues affecting the situation.
